Sudbury, Ontario – March 6, 2024 – Rural and Francophone minority communities are vital to Canada’s long-term growth, and immigration plays a crucial role in bolstering their economies. Recognizing this importance, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, unveiled new pilot programs aimed at these communities.

These initiatives, including the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot, mark a significant step towards creating a permanent rural immigration program.

Rural Community Immigration Pilot

Launching in the fall of 2024, the Rural Community Immigration Pilot seeks to ensure that rural communities can access programs addressing labor shortages and assisting local businesses in finding necessary workers.

It will offer pathways to permanent residence for newcomers willing to settle in these smaller communities and contribute to overcoming critical job shortages.

Francophone Community Immigration Pilot

Also set to launch in the fall of 2024, the Francophone Community Immigration Pilot is designed to increase the number of French-speaking newcomers settling in Francophone minority communities outside Quebec.

This initiative aligns with the Francophone Immigration Policy, aiming to foster economic development and bolster the demographic weight of Francophone minority communities.

Next Steps

The community application process for participation in these pilots will open in spring. Immigration, Refugees and Citizenship Canada (IRCC) will provide further details in the coming months.

Impact and Vision

Minister Miller emphasized the importance of these initiatives in addressing unique challenges faced by rural and northern communities.

By making the Rural and Northern Immigration Pilot (RNIP) a permanent program and introducing these new pilots, the government aims to attract and retain skilled foreign workers, thereby enhancing the economic and linguistic vitality of these communities.
