If you are living in Canada as an international student and want to become a Permanent Resident, you might be asking yourself: Which provincial immigration programs are the best for me? Well, we’ve put together a list of provinces that offer great immigration opportunities for international students.

What PNP Program in Canada?

A Provincial Nominee Program, or PNP, is a program run by each province in Canada to help immigrants become permanent residents. With a PNP, a province can recommend a foreign national for Canadian permanent residence. Once nominated, the person can then apply officially for permanent residency!

Each province and territory has its own PNPs designed to meet their specific economic and demographic requirements. Here are some provinces with PNPs specifically designed for international students who have finished their studies within that province.

Best PNP Programs for International Students in Canada

Ontario Masters & PhD Graduates

If you finish a master’s or doctoral degree at a recognized university in Ontario, you can seek provincial nomination using this process. Graduates interested in this opportunity can submit their interest by creating a profile in Ontario’s candidate pool. If selected, they may then be invited to formally apply for nomination.

Atlantic Provinces

While it’s not officially labeled as a Provincial Nominee Program (PNP), the Atlantic Immigration Program (AIP) provides another pathway for international students seeking permanent residency in Canada. This program, now a permanent initiative after starting as a pilot, offers a specific stream for international graduates who completed their studies in one of the four Atlantic provinces.

AIP is designed for recent graduates who have finished a qualifying program lasting at least 2 years in any of the Atlantic provinces. These graduates should also have a job offer in New Brunswick, Nova Scotia, Prince Edward Island, or Newfoundland and Labrador. One advantage of this program is that eligible international graduates don’t need to meet work experience requirements. This means they can apply right after graduating, even before they begin working.

BC International Post-Graduate Category

If you finish a master’s or doctoral degree at a recognized institution in British Columbia, you can apply for provincial nomination through this pathway. The benefit here is that you don’t need a job offer to apply.

Manitoba Career Employment Pathway

If you finish a one-year or longer post-secondary program in Manitoba, you could qualify for immigration through their Career Employment Pathway. Your education should be completed within the last three years, and you need a full-time job offer from a Manitoba employer in one of the province’s sought-after occupations.

Newfoundland and Labrador International Graduate

If you’ve finished a post-secondary program lasting at least two years anywhere in Canada and are currently employed in Newfoundland and Labrador, you could qualify for provincial nomination through this program! This opportunity is available for graduates who have worked in the province for at least one year on a post-graduate work permit.

BC International Graduate

If you finished a post-secondary program anywhere in Canada and now have a job offer from a company in British Columbia, this program could be an option for you. To qualify, you also need to have two years of full-time work experience in a role similar to your job offer.
